Toddlers as young as 12 months are NOT able to ride a true balance bike because they haven’t yet mastered walking and running.
Ride-on toys that teach a toddler to sit and push with their feet to move and/or teach a child to steer are great “pre-balance bikes” for young toddlers. They teach the basics without requiring them to balance the bike.
